Chinese Passport renewal / Ji Beiling,

Part of my original question was, that i'm having problems finding a legitimate site where to make an online appointment with the Chinese Consulate for my passport renewal. The closest Chinese Consulate is located in NEW York City, and i reside in Cape May County, NJ 08210. If anyone out-there knows how to make this appointment please send me the site. Thank you
