About:China Visa on Arrival

hi i we have a layover in China for 8hrs before our next connecting flight.

.can we apply for VOA at port if we want to explore the city?if so whats the requirements and how much?

You can. There's no cost because it isn't a visa. Just have your arrival card, onward boarding pass and passport ready.
