How to apply for multiple entry for Singapore PR/Malaysian?

The 'Invitation Letter of Duly Authorized Unit" is not being issued anymore, is there another way to apply for multiple entries for business visit?

PL, I'm afraid it is rather difficult for you to get a multiple entry visa in Singapore. You are advised to go back to your home country for that.
