I am foreginer and currently staying out of China and planning to buy a ticket on 12306.cn
I have local bank card as well as local mobile number.
Is it possible for me to book the ticket through that website?

Never tried, I only booked once from booking agent and brough one from the station as well. If you can read Chinese, you can try it.
