register issues

Hi there...
Do holders of the Resident permit have to inform the police every time they travel to another city in China? i know we have to register when we come back from a foreign country, but i have been told by my HR department i work for, i must inform them of any cities in china i visit, so they can inform the police. They said this is law now...
can anybody confirm this? it seems highly dubious to me...
