About Family visa issue

I am a PhD scholar in China,I am going to apply for my family entry permit,is it compulsory to take my family to the embassy when I am applying for their entry permits? Or I can personally apply for them?Second question which photographers(name plus location) are ok for pictures in Islamabad please?
