Visa entry needed to Sanya, Hainan Island?

Can Australian and Japanese passport holders enter Sanya, Hainan Island free entry?

Duration of stay: 3 days.

Japanese passport holders do not need a visa, but Australians are exempt only when travelling with a group.

As an Australian you can get an VOA in Sanya or Hukou.
There´s no need to travel with a group, they give the VOA away to single travellers too.
