USA CITIZEN APPLYING FOR CHINA VISA

I am currently in Costa Rica. But am planning a 60 day trip to China in September and October. Will be departing to China from Portland, Oregon (USA) but will only be there a couple days. Can I go to San Jose to get my visa? Do I need a complete itinerary before I leave?
