In 23rd July I will have about 9 hours transit in Shanghai, and I would like to go outside down town for few hours, how could I do that, do I need to apply for Visa

Well, you do not need to apply for a visa, since you can enjoy 24-hour visa free policy. However, if you want to go out of the airport, you may need to go to the immigration counter to apply for the free stay permit.
