About:72-Hour Visa-Free Transit

SFO-PVG-GUM?

Hello, I'm considering SFO-Shanghai (for less than 72 hours) then onward to Guam. Would this be permitted under the Transit without visa program? Thanks

It doesn't work as Guam is US territory so you're flying US - China - US and it's not a transit at all.
