Can I apply for a friend in a different state?

Hello, I live in Houston and my friend lives in Ohio. Can I apply for his visa at the Houston office (the map says he should apply at the New York office). He is unable to apply in person so I was hoping I could apply for him in the Houston office when I go to apply for mine. Also, what additional documents do I need to bring? Thank you!

Hi, your friend need to make the application from the consulate in New York, so you cannot submit the application to the consulate in Huston for him.
