in few day i will get invitation letter from china universty i am out of country

i live in other country as refugees my brother live i  kabul .can i sent my document him can he apply and submit my document for x2 visa .

Sir I am apply where I live.but in which i live they can't give police clearance certificate .thats why I afraid they can rejected me.
