china tourist visa vs visa on arrival

I have an Indonesian passport and I wanto to travel to Shenzhen through Luohu port.. If I haven't applied for a Chinese visa before, can I just apply for a VOA when I arrive or do I need to apply a China tourist visa before travelling?

Hi, I just called the Luohu port and was told that male with Indonesian passports can get a VOA in Shenzhen, but female can not. Females need to apply for the China visa before entry.
