notorized certificate of the relationship

I am an Iraqi citizen, resident in China, my brother is a Swedish nationality,invited me to visit him,can i apply for Tourist visa or family visit visa?family visit visa require a notorized certificate of the relationship between me and my brother which I don't know if I can make it in China
