Where can I return my Tianjin city card and get my deposit back?

I've tried taking it back to the metro station I bought it from but they won't refund me, can anyone help please?

Tanggu Financial Street Service Center: no.52, West Xincheng Road, Kaifa District.
Langxiang Street Service Center: the underground floor, Langxiang Street, no.88, Jianshe Road, Heping District.
Huasheng Square Service Center: the first floor of Huasheng Square, no.146, Weidi Avenue, Hexi District.
