Rashid, you are eligible for the 24 hour direct transit in China, no visa is required then. You can go there by bringing your passport and onward tickets and enough travel fees.

Do I require to submit any documents? Is there any fees or procedures? What am I supposed to get the transit pass? And will I be allowed to visit Chengdu city in that duration?

It is free of charge. If you want to leave the airport, just apply for a temporary stay permit at the immigration office inside Chengdu Airport. It is free of charge. Afterwards, you can visit the city.
