flying from us to mongolia with layover in beijing

Hi,
I am flying from newark, usa to mongolia with a 19 hour layover in beijing...

do I need a visa for a layover tour of the great wall?

No, you don't need a visa for that because you are eligible for the 24 hour direct transit in Beijing. After arriving at Beijing airport, you just need to apply for a temporary stay permit at the immigration office and then you can go to visit the Great Wall.
