I live in Atlanta, Georgia

can I personally deliver my application for a Chinese VISA in New York City?

No, I’m afraid you can’t do that. You should apply from the consulate general of China in Huston.

What if I travel to New York for work and work there two days per week? Would that be a legitimate reason to allow me to apply in NY?

If you have residence permit in New York, you may be able to apply there. Contact with the consulate to confirm that.
