Dee, no, you cannot get VOA there. If you travel like country A-Chengdu (72 hours)-country B, you can enjoy the 72 hour free transit and then no visa will be needed. Otherwise, apply for a tourist L type in advance.

Hi Dee,
You may be rejected during check-in for your flight because all passengers fly to China should hold a valid visa stamp on their passport before get on the plane. If you could manage to get on the plane then you may have to force fly back to you origin port as soon as your arrival.
If you are departing from Australia then get your visa in Chinese Embassy this is the safest way.
If you are planning to enter from Hong Kong or Macau then apply speed visa at Hong Kong Resource Centre ( Chinese Official Visa Office) which may be issued within 4-5 hours and cost about 800HK$ You may need also to prove your reason for visits ( i.e. hotel reservation return ticket etc.)
