Obtaining a Temporary Residence Permit/Residence Permit while on a Tourist Visa

Are foreigners on a Tourist L type who aren't over 60 and who don't have a foreign spouse, parents or children under 18 on a permanent residence permit still eligible to apply for a Temporary Residence Permit/Residence Permit?

I've been asked by customs to supply a Temporary Residence Permit/Residence Permit to get my personal goods into China, however I'm single and on a standard 1 year multiple-entry Tourist L type and don't seem to meet any of eligibility criteria.

Chris, no, you cannot get a temporary residence permit in China if you enter on a tourist L type.
