About:72-Hour Visa-Free Transit

Arrive Beijing by air, transfer to Tianjin to a ship

Will arrive by air in Beijing. Car transfer to cruise port in Tianjin to board a cruise same day. I am from the USA. Is this allowed? Also same scenario in Shanghai to Baoshan?
