Visit Shanghai twice in 2 weeks?

I am flying from Germany to New Zealand with stops in Shanghai both on the way to NZ and the return journey. Can I visit the city on both trips? The total stay (8h and 16 h) will not be more that 72 hours.

Yes, you can. You qualify for the 24 hour direct transit in both directions. You need to apply for a free temporary stay permit at the immigration office inside the airport.
