Palace Museum online ticket

My American family is looking forward to visiting the Palace Museum on Saturday, July 15. It looks like I can book 10 days prior on: advance on the official website. For detailed information and instruction, please refer to the "ticketing notice". Foreign visitors are required to provide passport numbers during the online booking.

Can I book these ticket myself 10 days prior?
I read somewhere that there are English tours but I can't find out times. Do you know when?
What time should I get there to avoid huge crowds - 08:00 am?
