What is the exactly time opening hour of Luohu Port VOA Office?

Heard from one of my friend just come back from Shenzhen, he said the Visa Office opening hours at 09.00AM, but from information above it said 07.00AM, which one is correct? need to arrange my itinerary for one day trip to Shenzhen from Hongkong, so i need to plan it with fully utilize of my whole day time

please advice
