Indonesian citizen having 17 hours layover in Shanghai

I am an Indonesian citizen will be travelling from San Fransisco to Japan with a 17 hours layover in Shanghai. I will need to move from PVG airport to SHA airport.

Will I be able to get the 24 hours transit visa on arrival?

Yes, you can get the 24 hour direct transit in Shanghai if you travel like that. You just need to apply for a free temporary stay permit at the immigration office inside PVG airport and then you can leave for SHA airport.
