Can we apply it in Taipei? My friend is holding Dutch passport

Hi Guys,

My friend is holding Dutch passport and he's currently in Indonesia. We have been informed that we can apply it here like one month ago, but we we go there yesterday they said they have just changed the regulations.
I have checked with Singapore and Malaysia but they said they can't do it.
Anyone know if we can do it in Taipei or anywhere else around?
