It is possible for you to get the Q1 type, but I’m afraid you cannot get permanent residence permit now.

I was in China and just got back home two days ago and we had checked the residence permit and was told at the entry-exit administration that I could get it if I got the Q1 visa and apply in China for the permit as per the procedures

But I guess you are right it won't be a permanent residence permit it will be temporary with duration.
