i will finish my work visa residence permit on july 1st

and begin on a student residence permit on 1st September. The PSB said they can switch the visa in September in China. But how can I stay in China during July and August?

You can try to convert your work Z type to a tourist L type at the exit and entry administration of the local PSB within China. If it can be done, you can stay in China.
