About:Apply for China Visa in a Third Country

I'm from the UK, I'm travelling Asia, can I get a single entry L visa for China in HK in May 2017?

I only ask as they have changed the rules in Japan where I am currently travelling and as a foreigner I now can't get a visa for China here. Don't want it to happen again! Thanks.
