About:144-Hour Visa-Free Transit

Please could you tell me if I qualify for the 144 free transit policy?

I will fly into Shanghai 13th June (staying in Shanghai 3 days), board a cruise at Shanghai International Cruise Terminal to Japan 17th June, return to Shanghai 22nd June and stay in Hangzhou/Shanghai 5 days, then fly out from Shanghai 27th June. As such can I apply for the 144 hour free transit, showing my cruise ticket to Japan to immigration when I arrive in Shanghai at first time, and showing my flight ticket to UK to immigration when I arrive in Shanghai at the second time (after the cruise)?
I ask because my travel agent said I was eligible, but when I phoned the Manchester Visa application service center they said I was only eligible if I flew in and flew back out again within the 144 hours.

I don't think so. You are technically leaving China by boat, and you are supposed to only leave by air.

Thanks, but part of the explanation above states 'Passengers are required to enter and leave from the eligible transit ports only, but the entry port and exit port do not have to be the same. For instance... one can take a cruise to Shanghai and then leave by air from Nanjing or Hangzhou'. So presumably one can arrive by air and leave by ship?

Seth is wrong, again. The 144-hour transit works for cruise/air/train arrivals.
