If you will visit both Sanya and Guangzhou, you need to apply for a visa in advance. May I know your detailed travel route then?

No I don't want to stay in CAN. I just transfer in Guangzhou airport. I HAVE NO VISA. I want to issue it in Sanya when I get there. I start from Seoul. Transit in CAN. Arrive in Sanya.

If so, you do need to apply for a visa in advance. Only when you fly to Sanya directly, you can apply for VOA.
When you travel like country A – CAN - country B, your stopover in Guangzhou will be a transit. Otherwise, it is not. The free transit policy cannot cover your trip.
