Kyrgyz Republic (Kyrgyzstan) passport holder - Transit Visa requirements

hello there,
Could anyone please advise the following:
1. When the 24-hour free transit rule has changed?
2. I am travelling to Kyrgyz Republic through two stops: Urumqi and Guangzhou in June. The layover is less than 24 hours. Do I need a transit G type?
3. Has anybody applied for a transit G type recently to 'Consular Office of Chinese Consulate in Auckland'? How long does it take?
