Hi, I hold a Kyrgyz passport and a HKID (not a PR-one),  can I get a tourist visa on arrival for a short stay?Thanks!

No, you can't get VOA. You should get tourist type before arrival.

Kyrgyzs can get VOA in Macau. The only ones not eligible for VOAs are the six listed nationalities.
