About:144-Hour Visa-Free Transit

I am traveling Hong Kong to Shanghai and then to London via Hong Kong (6hr transit).

Plane ticket is Shanghai to London same airline and booking reference can I get a 144 transit visa or does the transit at Hong Kong mean I am arriving and departing to the same region/country?

The "transit" at HK means that you are not in transit at Shanghai so it won't work.
