About:How to Travel to China without a Visa

I am planning to visit Wuhan, China just for 4 days to visit a friend.

I have a Filipino passport but living in Thailand with a Non-B Visa. Do I need to get a visa for Wuhan and what are the requirements? Thank you!

Yes, you need it,and you can apply for a tourist L type for that.
You should prepare the relevant documents including your passport and its photocopy, the application form, a passport-style photo, your valid visa in Thailand, proof of your financial support, round trip air tickets, and hotel booking record or an invitation letter from your friend.
