My wife passport expires soon in the US

I need to renew my wife's passport in Washington DC. I have her Chinese passport, 4 photo's, her 10 year permanent green card, our Chinese wedding certificate. I don't know about the Chinese ID or Hukou book. I also don't have her birth certificate. I have a long way to drive and need to book the trip there so I want to make sure I have everything that is needed. How much is the fee and how long does it take? Can we have it sent to our house once it is complete?

The required documents including her passport and its copy, a completed application form, and four passport-style photos, green card and the copy, as well as other documents the consular officers consider necessary.
It costs USD35, and needs around 15 working days to processing.
Once it is complete, she should go to China embassy in person to take the new passport or find someone else to do that on her behalf.

I live about 500 miles away from DC in South Carolina. So I need to make sure I have all the documents when I go to DC. I can't wait 15 days to get them back or make another trip. I need to get the answer of these questions before I go and don't have the correct paperwork or arrangements made to get my wife's new passport.
