I will go Shenzhen Window of the World and Splendid Culture Folk with my 83 years old mother.

Is there any wheel chair I can Rent?

Well, I remember that there is no wheel chair rental service nowadays. However, don't worry. There are touring car, monorail car and small battery car inside the scenic areas. For more details, you can consult the staff at the Tourist Service Center. Hope helpful!
