About:72-Hour Visa-Free Transit FAQ

Does this multiple city work to get 72 hour Visa?

I have a flight from JFK - PEK - XMN - HKG - JFK.
I have a 6 hour layover in PEK
I have a 48 hour layover in Xiamen

My question is can I take advantage of 72 hour free transit for BOTH PEK and XMN?
Can I use the 72 hour at XMN?
