As I know, no direct coach runs between these two places.
You are advised to take a coach from Phoenix Town Bus Station to Tongren first. The bus schedules are from 07:30 to 16:30 with the frequency of around an hour. It takes around 1.5 hours on the way. Then take a taxi to Tongren Railway Station. After arriving, there are several normal speed trains that can take you to Wulong. The trains depart at 01:06, 05:26, 06:48, 07:04, 07:34 and 11:20. The duration is 5-7 hours.
