i don't know for sure when i will go but can i still apply to have it ready or do you need your airline tickets and hotel before you apply?  I see those are required but what if you buy those and can't get approved---- I have no reason to think it wouldn't be approved but asking more to get it done ahead of time.

When applying for the tourist L type, you can have either the invitation letter or the tickets&hotel reservation, so it's possible for you apply for it without having the confirmed airline tickets/hotel as long as you have an invitation letter.
