if you are going in the future and don't know the date or have airline tickets/hotel, can you apply?

i don't know for sure when i will go but can i still apply to have it ready or do you need your airline tickets and hotel before you apply? I see those are required but what if you buy those and can't get approved---- I have no reason to think it wouldn't be approved but asking more to get it done ahead of time.
