Is 6.5 hours enough time to visit Red Beach with transfers from/to Panjin?

I would like to take a train from Beijing (departure 7:37) to PJ (arrive 12:15), then take a taxi from railway station to Red Beach, visit Red Beach, walk around with boat ride and back by taxi to railway station and back from PJ (departure 18:43) to Beijing (arrive 22:45).

Yes, it’s enough for you to visit the Red Beach. It will take you around 1 hour from the railway station to the beach. As a result, you spend have at least 3 hours on the beach. Notably, please go back to the railway station earlier, which may keep you to catch your return train in time.
