Can a dependent (with residence permit) invite parents on S1 visa?

I work in China and my wife stays with me. She has residence permit but she does not work in China. Can she invite her parents on S2 type (i.e. extend the invitation letter to her parents)?

Maybe she can invite her parents. Or you can send an invitation letter to her parents directly.
