Ice Festival: Flight LAX- PEK-Harbin- PEK- Maldives

2 questions:
1. Trying to maximize time in Harbin. Since I will actually be touring in the city, will the transit time to /from Beijing count towards my 72 hours? It works out to be 8hrs 45 mins of wasted time in the airport/enroute.

2. The flight I plan to take, is over the 72 hours by 10 minutes (but includes the time I arrive in Beijing to the time I depart plus 10 minutes). How strict are they?
