2 questions:1. Trying to maximize time in Harbin. Since I will actually be touring in the city, will the transit time to /from Beijing count towards my 72 hours? It works out to be 8hrs 45 mins of wasted time in the airport/enroute.2. The flight I plan to take, is over the 72 hours by 10 minutes (but includes the time I arrive in Beijing to the time I depart plus 10 minutes). How strict are they?

I’m afraid your flights can’t meet the requirements of 72-hour free policy. You need to apply a visa before you fly to China.
