stop in Beijing

I will land at Beijing airport from Manilla at midnight, and fly from Beijing airport on to London (UK) 60 hours later. Do I qualify for the 72 hour Visa? Will I be able to get the 72 hour stay permit at Beijing airport upon my arrival even though it is after midnight, and am I allowed to go into the city of Beijing and take a tour of the great wall?
