About:Yangzhou Street Scene

Can I apply for this Visa while in China?

My brother currently has a 10 year multi entry tourist L type to china, and is waiting for his acceptance letter to a university from Beijing. He would like to go to China now and begin some tutoring classes to improve his Chinese. Would he be able to apply for a X1 type from China once he receives his acceptance letter instead of the US.

It is possible for him to convert the tourist L type to student X type at the exit and entry administration of the local PSB within China.
