About:Beijing Subway

I will stay Beijing Raiway Station and take line 2 and connect line 13 Xizhimen.

And connect to Changping line at Xi' erqi and reach Ming Tombs. Is that subway route available now? And is it is walkable from Ming Tombs metro to Chang Ling Tomb & Ding Ling Tomb & Sacred Way? Or do I need to take any bus?

Yes, the route you listed is still available now. Since the Ming Tombs Metro Station is 2.5 miles (4 kilometers) away from the scenic area, I suggest you to take Changping Line to Changping Dongguan Station, then transfer to bus No.314 to Changling or Dingling.
In addition, I heard that The tourist shuttle bus is expected to open in 2017.
