Arriving Shanghai Pudong Airport at 22:35 on Wednesday night.

Is a taxi the best way to the Westin Bund Hotel? If so, is there a taxi rank or line?

You can take shuttle bus Night Line from PVG to East Yan'an Road Middle Zhejiang Road first. Then walk northeast along East Yan'an Road around 750 yards to find your hotel.
In addition, it will be easy for you to take an official cab at the airport. The cab fare is CNY 240-260 at that time.
