New Zealand Passport Holder In Australia

Seeking clarification. My Mother is intending on going to China. As a New Zealand Passport holder living in Australia, would she need to submit her application to the New Zealand Application Service Centre or can she send her application to an Australian Office and pay the Australian fee? Thank you.
