About:72-Hour Visa-Free Transit

Does the airline need to be the same?

I would be arriving via Delta from Tokyo and then continuing on to Bangkok with Thai Airways. Two separate airline tickets.

It doesn't matter. You can use separate air tickets from different airlines to apply for the free transit.
