About:Transfer in T3 of Beijing Capital Airport

I am traveling Air China From the USA, arrive PEK T3, have a 7 hour layover at the airport.

And then flight to Kunming from T3. Do I have to get my luggage for this? Do I need a prior reservation for the pay lounge?

Well, are the both flights Air China? If yes, it is an international to domestic transfer at T3. You need to check the luggage at PEK. The correct transfer procedures are the following:
Inspection & Quarantine, Exit and Entry Frontier Inspection - Baggage Claim - Customs Inspection - Going through Transfer Formalities - Security check - Waiting & Boarding.
In addition, you can make a reservation for the hourly lounge at T3. The hotline is 010-64558577 (T3C)，010-64532621 (T3E).
